Latin America: from Citizen Security to Criminal Governance

CIPR is pleased to welcome Former President Laura Chinchilla for a special lecture on Latin America: From Citizen Security to Criminal Governance. Chinchilla is a Costa Rican political scientist and former president of Costa Rica (2010–2014), the first woman elected to the country’s highest office. She previously served as vice president, a legislator, minister of justice, and minister of public security, and has worked extensively with international organizations on issues of governance, citizen security, and institutional reform.
Drawing on her recent publication with United Nations Development Program and CAF – Development Bank of Latin America, she will present an updated assessment of insecurity in the region, with particular attention to the rise of organized crime and its implications for democratic governance. Her talk will also outline policy recommendations for national governments, international organizations, and civil society actors aimed at strengthening institutional responses to these challenges.
